Bengaluru, January 24: The BJP central leadership has told Chief Minister Basavaraj Bommai to present such a budget that should be ‘sarva sparshi and sarva vyapi’ with focus and thrust on microtargeting of women, youth, SCs, STs and BCs in order to widen the party and government’s acceptability among the masses.
“The content of the budget must be comprehensive, meticulous with long-range vision so that it creates not only a feel-good factor but also have a lasting impact,” the message from the party’s Central Headquarters to Bommai says.
In this background, Bommai has decided to rope in experts and economists from various professional institutions such as Institute of Socio Economic Change and Indian Institute of Management.
“A few retired IAS officers who had earlier took part in budget preparing exercises are likely to be approached for professional inputs,” BJP sources told The Newz Peg.
Bommai, who has already commenced budget-related discussions with his officers of various departments, is likely to hold meetings with economists immediately after the Republic Day.
“There is also a thinking to incorporate Gender Budgeting which means a certain portion of amount will have to be earmarked exclusively for women-related issues. How to blend this gender budgeting with welfare schemes and make it both meticulous as well as comprehensive is a tricky exercise,” an official said.

Gender budgeting – focus and thrust on women – has become inevitable for the BJP in the backdrop of Congress party’s announcement of Gruhalakshmi scheme in which Rs 2000 will be given to women head of each household.
The thrust on SCs, STs and BCs is necessary to take on the Congress as these segments have more or less identified with the Grand Old Party (GoP).
Another tricky exercise is to ensure that the budget does not succumb to ‘Revadi Culture’ – offering freebies – as being done by non-BJP parties in order to make an impact on the electorate.
The BJP has maintained that Revadi Culture – Freebies – will damage the economy and make people a ‘servile sycophants’ which is bad in the long run.
On the other hand, BJP wants to empower and strengthen the people in order to make them stand on their own legs.
“We need to make people a proud partners in the developmental journey instead of making them dependent. The budget will look into this aspect with all seriousness,” a BJP activist who is being consulted by the government, said.
