Beijing, March 18: A plan to reform government institutions in China has given more powers to the all-powerful Communist Party of China (CPC).
‘In fact, the CPC will now have direct control over policy making from finance and Hongkong affairs to Science and Technology.

Under this new arrangement, the powers for decision-making will move away from the state-council (government) and will now rest with the newly-constituted party committees headed by Xi.
The government’s role, under this new arrangement, will be minimal with only powers to execute and implement what the party decides.
This is the second major restructuring of the party undertaken by Xi. He began his third term as General Secretary of the CPC.
With the Communist Party of China taking absolute control of the government, the decades-long efforts to build a strong, prodessional bureaucracy has been reversed.
Xi has succeeded in bringing back direct control over the bureaucracy. It may be recalled that in the first round of reforms undertaken in 2018, Xi had succeeded in creating new Central Commissions for foreign policy, economic reforms and other crucial matters.

Given China’s precarious financial situation it has become imperative for Xi to constitute a separate central commission for financial matter.
The statement issued by the party outlined the objective of the newly-constituted central commission for finance, in a rather, as-a-matter-of-fact tone.
It stated, “the task is to strengthen the Centralised Leadership over financial work which will be in-charge of top-level planning, coordination, overall advancement of financial stability and development.”
