Belagavi, Dec 21: The house of elders have recognized and respected the seniority and maturity of Basavaraj Horatti by unanimously electing Basavaraj Horatti as the Chairman of the Legislative Council, Chief Minister Basavaraj Bommai told the house on Tuesday.

Speaking after the election of Horatti as the Chairman of the Upper House, Bommai said Horatti comes with abundant knowledge and phenomenal experience in the matters related to parliamentary affairs. “He is aware of the intricacies, nuances and etiquettes of the house proceedings. I am sure he will continue to prove to be an efficient and effective presiding officer,” the chief minister said.

According to Bommai, Horatti has earned the friendship, faith, respect and confidence of all section of the house cutting across party lines. “His long standing parliamentary experience by being the most senior member of the house makes him the tallest personality.
“He (Horatti) came from Bagalkot to Hubballi. He took up teaching as profession. He became Physical Education instructor. He contested the Teachers Constituency election and has been continuously winning from the same constituency. That shows his popularity among the teachers,” the chief minister said.
Speaking on the occasion, Social Welfare Minister Kota Srinivasa Poojary, who is also the Leader of the House, congratulated Horatti and said, “He has won the Teachers Constituency election for eight times. This is the third time he is becoming the Chairman. His experience and knowledge are simply amazing. I am very happy.”

Leader of the Opposition B. K. Hariprasad said Horatti has studied the Constitution thoroughly and hence he has been able to run the House proceedings to the best satisfaction of all the members.
“He has proved that knowledge is power. The advantage Horatti has is that he has studied the Rules of Procedure and hence he can address any issue raised by the members,” Hariprasad added.
Others who spoke on the occasion and congratulated Horatti include H. Vishwanath, Bhoje Gowda, Marithibbe Gowda, Thejaswini Gowda, Ayanur Manjunath, A. Narayanaswamy, Lakshman Savadi, Prathap Simha Nayak, N. Ravi Kumar and Prakash Rathod.
